SECTION 00 11 13 INVITATION FOR CONSTRUCTION BIDS CITY FACILITIES FIBER INTERCONNECT City Project No. 8058 City of Grand Forks Grand Forks, ND Bids for Work on the City Facilities Fiber Interconnect will be received no later than 2:00 p.m. local time on January 20, 2022, at which time bids will be publicly opened and read aloud. For this project, bids will only be received and accepted via the online electronic bid service through QuestCDN.com. To access the electronic bid form, download the project documents and click on the online bid button at the top of the bid advertisement page. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. Bids shall be on a unit price basis, as indicated in the online bid worksheet. DESCRIPTION OF PROJECT: The Work Generally consists of furnishing all labor, skill, equipment, and construction materials to install innerduct, handholes, fiber optic cable, panels, and necessary appurtenances in accordance with the plans and specifications. The Project scope generally includes but is not limited to: General Construction o Furnish and Install approximately 48,700 feet of 2” innerduct and tracer wire. o Furnish and Install Polymer Concrete handhole pull boxes as indicated on plan sheets. o Furnish and Install approximately 180,000 feet of 24 strand single mode fiber optic cable in new and existing innerduct. o Furnish and Install approximately 21,000 feet of 12 strand single mode fiber optic cable in new and existing innerduct. o Furnish, Install, and Wire new network equipment racks per plans and specifications. o All termination and testing of the fiber connections will be completed by the Owner. The Bidding Documents may be seen and examined at the office of Advanced Engineering and Environmental Services, LLC (AE2S), 4050 Garden View Drive, Ste 200, Grand Forks, ND 58201 (701-746-8087). Copies of the Plans and Specifications and other Bidding and Contract Documents may also be ordered from AE2S, 1815 Schafer St, Ste. 301, Bismarck, ND 58501 (701-221-0530). The Bidding Documents are available in the form of printed plans and specifications and/or PDF on flash drives by request from AE2S. The costs are $50.00 for flash drives and $200.00 for printed documents, for each set of Documents obtained. Payment for Bidding Documents is NON-REFUNDABLE. Bidding Documents may also be examined at the following locations: Builders Exchanges in Grand Forks, Fargo, Bismarck, Mandan, and Minot, ND; Minneapolis, MN, and Rapid City, SD. All Work shall be done according to the Bidding Documents. All Bids must be in accordance with the Bidding Documents on file with the City of Grand Forks (Owner) at City Hall, 255 N. 4th St., in Grand Forks, North Dakota, 58201 or the office of AE2S (Engineer) at 4050 Garden View Dr, Suite 200, Grand Forks, ND 58201. Neither Buyer nor Engineer has any responsibility for the accuracy, completeness or sufficiency of any bid documents obtained from any source other than the source indicated in these documents. Obtaining these documents from any source other than directly from the source listed herein may also result in failure to receive any addenda, corrections, or other revisions to these documents that may be issued. Each bid must have a PDF document (uploaded to Quest VirtuBid) which contains an acceptable Bidder’s Bond, payable to the City of Grand Forks, in a sum equal to five percent (5%) of the full amount of the Bid, executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal’s Bid be accepted and the contract awarded, principal, within fifteen (15) days after Notice of Award, will execute and effect a Contract in accordance with the terms of the principal’s Bid and a Contractor’s Bond as required by the laws of the State of North Dakota and the regulations and determinations of the City of Grand Forks, North Dakota. Only Bids that are accompanied by such a Bond (and other Qualifications) will be considered. Successful Bidders will be required to furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one-hundred percent (100%) of the contract amount as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract. Insurance, as required, shall be provided by the successful Bidders and certificate(s) of that insurance shall be provided. All Bidders shall strictly follow the directions outlined in the Instructions to Bidders (00 21 13) when submitting their bid. All Bidders shall have a valid North Dakota Contractor’s license of the appropriate Class for the work, as required by Section 43-07-05 (NDCC). Each bid shall contain a PDF document (uploaded to Quest VirtuBid) of the license or certificate of renewal thereof issued by the Secretary of State which will be uploaded. Bidder must be licensed for the full amount of the bid. No Bid will be read or considered unless it fully complies with the Bond and license requirements. Any deficient Bid will be rejected. All Bids will be made on the basis of cash payment for such work. The City of Grand Forks reserves the right to reject any and all Bids, to waive irregularities and informalities, and to award the Contract in the best interests of the City of Grand Forks. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening. The work, if awarded, shall have a substantial completion date of October 21, 2022, and all work shall be finally completed by November 25, 2022.
